Quirino (Rino) Ragub is the current President of the Ottawa Valley Filipino-Canadian Senior Citizens’ Association (OVFCSCA) of Ottawa.

Immediately prior to immigrating to Canada, Rino taught at the Leyte Normal University in Tacloban City, where he got his Bachelor’s degree in Elementary Education.  Previously, he taught in several rural schools in his hometown. Later, he was sent to the University of the Philippines, Diliman, Quezon City on a scholarship grant for a Master’s degree in Special Education.  He earned his PhD in Education in 1986 while teaching at the same university where he also held various positions as Assistant Dean of the Graduate School, Director for Alumni Relations and Department Head with an academic rank of Professor 6.

Rino and his family immigrated to Canada in 1995.  After evaluation of his academic credentials by the Canadian Ministry of Education and the Ontario College of Teachers, he was granted a Certificate of Qualification which paved the way for him teaching in various First Nations communities in Northern Ontario from 2002 up to his retirement in 2019. Rino is currently connected with the World Systems Builder (WSB) as one of its Financial Educators. The WSB’s mission is to educate families to build a strong financial foundation.
