Ronald C. Huan (Chinese name: Chi-Shien Fan) was born in Cebu City. He attended Sacred Heart School, now known as Ateneo de Cebu, in elementary and high school. After graduating from the Ateneo de Manila University in Quezon City, Ronald went back to Cebu to specialize in Internal Medicine and Cardiology at the Cebu Institute of Medicine. His 30-year practice in Taipei, Taiwan was spent serving the locals and the Filipino community, especially Overseas Filipino Workers (OFWs).

Ronald immigrated to Canada in 2015 and is now a licensed financial broker for World System Builders, a part of the World Financial Group. He joined PCC in June 2019 and currently resides in Kanata, Ontario.
